ALEXIS PRAMAGIOULIS

Managing Consultant

Alexis is an economist with 30 years’ experience in energy sector consulting projects, with a focus on electricity market restructuring, operation and regulation, investment project appraisal, and energy planning and policy development. Prior to joining ECA, he worked with LDK Consultants, where he led the company’s specialised team for energy sector economics and regulation. He has provided consulting services, and participated in various studies and technical assistance projects funded by international, state and private institutions, in over 20 countries in Central and Eastern Europe, Central Asia and China. Alexis holds a BA and a MSc in Financial Economics.

Experience highlights include leading two EU-funded technical assistance projects providing support to the Energy Regulatory Office in Kosovo over a period of seven years, and participating as a member of the expert team and project manager in two other EU-funded projects, which led to the signature of the “Athens Memorandum” and eventually the establishment of the Energy Community. Alexis was also a member of expert teams designing and preparing rules for the operation of the electricity markets in Greece, Cyprus, Bulgaria, and Bosnia and Herzegovina. He has participated in the preparation of sector specific primary and secondary legislation, including for the implementation of the Third Energy Package of the EU, in Greece, Cyprus, Moldova and Kosovo.
